Local Government Training Package (LGA00) qualifications

The Local Government Training Package includes Certificate I, II & III in Governance & Administration, Certificate IV in Management of Physical Environment and units in local government, land conservation and management qualifications. An interactive resource targeting Koori learners has been developed to focus on the native title claimant application process.

The following training Package LGA04 Local Government includes the following unit of competency:

  • GALAND504A - Undertake effective consultation with Indigenous peoples on matters of cultural heritage.

Public Sector Training Package (PSP04) qualifications

  • PSPLAND307A - Assist in processing Aboriginal land claims/applications
  • PSPLAND508A - Coordinate Aboriginalland claims/applications
  • PSPLAND408A - Investigate Aboriginal land claims/applications
  • PSPLAND503A - Manage native title future processes
  • PSPCRT410A - Provide court support to Indigenous clients

Public Safety Training Package (PUA00) qualifications

The Public Safety Training Package includes the following 5 qualifications targeting Koori learners:

  • PUA20100 - Certificate II in Public Safety (Aboriginal or Torres Strait Islander Community Policing)
  • PUA20200 - Certificate II in Public Safety (Aboriginal or Torres Strait Islander Police Liaison)
  • PUA30100 - Certificate III in Public Safety (Aboriginal or Torres Strait Islander Community Policing)
  • PUA30200 - Certificate III in Public Safety (Aboriginal or Torres Strait Islander Police Liaison)
  • PUA40100 - Certificate IV in Public Safety (Aboriginal or Torres Strait Islander Community Policing)
  • These are examples of the units found within these training packages though not all these units are available for public access.

  • PAULIO001A - Assist in relations between police & members of an Aboriginal or Torres Strait Islander community
  • PUACPO003A - Maintain & enhance status & act as a role model in an Aboriginal or Torres Strait Islander community
  • PAULIO003A - Promote public safety objectives by liaison between the police service & Aboriginal or Torres Strait Islander
  • PUACPO002A - Provide advanced information concerning and Aboriginal or Torres Strait Islander community
  • PUALIO005A - Provide advanced interpreting, conflict resolution & negotiating services in an Aboriginal or Torres Strait Islander community
  • PUACPO001A - Provide police services in an Aboriginal or Torres Strait Islander community

In Victoria, the Business Services Curriculum Maintenance Manager (CMM) provides resources to support the implementation of the Business Services Training Package. Resources include a Purchasing Guide, a Facilitators Guide and may include a Learning Program for some qualifications. The NTIS website at NTIS provides information about the qualifications, competency units, RTOs registered to deliver the courses and national resources supporting learning and assessment.

Support materials

  • Innovation and Business Skills Australia is the Industry Skills Council with oversight of the Business Services Training Package. The IBSA website at IBSA lists a number resources supporting governance for Indigenous organisations, some of which are free. Follow the “Bookshop” link.
  • An interactive CD with printable component to support delivery of three competencies from the Certificate IV in Business (Governance). The competencies are: BSBATSIL402A Use the Constitution, BSBATSIM407A Plan for Organisational needs, and BSBATSIL408A Manage a Board Meeting. The resource targets members of governing committees in Indigenous Community Organisations who need support with literacy and numeracy. The resource can be purchased from Sue Muller at the Learning Workshop (07)4041 0299, or borrowed from SAALT at NALPSEARCH at SAALT.
  • Learning about Native Title is an interactive “Toolbox” focusing on the native title claimant application process. It is designed for indigenous learners and employees of local government, native title representative bodies, or other government and non-government agencies involved in native title matters. The Toolbox provides a reference resource for a range of competencies in the Local Government Training Package and the Rural Land Management Training Package.   • The learner guide for BSB01 Business Services (Specialist Administration, recording keeping and Environmental Management) Training Package, Learner Guide comes in a CD as a support material. Purchasing of this package can be found from this site - APTL
